Guaranteed basic income AND paid not to shoot people...

That's $1500/mo for doing nothing, but I guess you first have to actually shoot someone to establish that you're one of those people likely to shoot someone. And what happens if the program works and someone else becomes more likely to commit murder? Will we see lifetime stipends for an ever-growing number of people, or will we see a kind of bloody competition among gangs?

Like with the Islamic terrorists living on welfare and refuge aid in Europe, giving people money while allowing them to remain idle only leads to trouble.
