A sensible election reform for next time

Bill Quick suggests counting the ballots first before tallying their contents, an idea via a comment from the UK where that is the accepted practice. It seems to me like it would be a great idea and make it harder to add new ballots into the system, which is why politicians will never allow it to be implemented here.

But it sure would be a simple way to make life harder for voter fraud.
