President Trump issues regulartion allowing for interstate sale of health insurance
Does he actually have the authority to do this? Probably not by simple executive order, but he's doing it by issuing regulations instead. Congress has the authority to regulate interstate commerce, but often it does so by delegating authority to the president and his executive agencies to issue regulations. I'm no expert on what authority Congress has delegated here, so I'll let the lawyers fight it out.
In any case, Trump has issued a regulation allowing for small businesses (including sole proprietorships) to join into "association health plans". That means individuals and small businesses will no longer be frozen out of the marketplace by high prices; they will be able to group together for more negotiating power, including across state lines.
